School staff and emergency responders practice their crisis response
The Minneapolis Public Schools, in partnership with the City of Minneapolis, conducted an emergency management exercise Aug. 11 to ensure they are prepared for the unthinkable — a shooter in a school.
The fictional exercise simulated a mock school attack, but prepared participants to respond to any disaster. Emergency responders simulated crime scenes and treated volunteers pretending to be victims.
The emergency management exercise — Operation Backpack — was held at Folwell Middle School in south Minneapolis. All emergency responders, including police, fire and EMS, responded as though there were real victims and that a real crime was taking place. Area hospitals, city and county police, fire and emergency teams, state and local officials, other government agencies and private sector partners also participated.
Emergency responders from Minneapolis and Hennepin County participated in this exercise to test and improve the community’s response to a crisis situation in one of our schools. While it was only an exercise – with volunteers playing the roles of students, parents and faculty – the response was designed to be as realistic as possible. The goal of the exercise was to help the Minneapolis Public School District prepare in case any type of event occurs at a school and create working partnerships with all first responders.
This was the first emergency exercise the Minneapolis Public Schools has participated in with first responders. Operation Backpack gave participating agencies the opportunity to test how agencies will work together in any emergency situation, how they will manage in the aftermath of such a crisis, inter-agency communication and the interoperability of communication equipment. After the drill, school staff and emergency responders held several meetings to critique their performance and identify ways to improve crisis response.
The Minneapolis Public Schools, in partnership with the City of Minneapolis, coordinated the emergency management exercise. Other agencies that participated include: Minneapolis Public Schools, the City of Minneapolis (Police, Fire, 911, Emergency Management, Public Health, Communications), Hennepin County (Sheriff, Medical Examiner, Emergency Management, human services/public health) North Memorial Hospital and EMS, and Hennepin County Medical Center and EMS.
The City of Minneapolis Department of Emergency Preparedness secured grants from the U.S. Department of Homeland Security to plan and conduct this regional training exercise.
